In a semi-stitched Lehenga set, the Lehenga/ Skirt will come with a predefined flare, and shape but the side seams of the Lehenga are left open so that the style can be stitched as per your size.
The Choli /Blouse will come unstitched but with a predefined neckline, sleeves, and yoke as seen in the picture. The Lehenga Choli set will come with Ready to wear a dupatta.
